The bond force constant is a measure of the stiffness of the bond. It set to an initially high value corresponding to a stiff bond and an effectively rigid rotor. Lowering this value allows the bond to lengthen at high rotational speeds - this 'centrifugal distortion' leads to an effective bond length which is longer than the bond length for the non-rotating molecule.
